Every request will be assessed in terms of time and other resource requirements. If feasible, it will be added to a list of potential candidates and the most popular ones will be chosen for actual implementation.
Next is a list of key points to consider when coming up with an idea for a new feature:
1) Does your request require the addition of material that is currently nonexistent in the game? (Example: new graphics and sound effects)
2) Will it require additions to the game world? (Example: adding new building outside of a city, adding new vehicles types etc.)
3) Will it require changes to the current layout of cities? (Example: modifying an existing building, adding new building type to city, thereby altering the layout of a city etc.)
4) Will it require modifications to the UI? (Example: adding new button or moving UI elements around)
5) How much exposure will the feature receive in the game? Does it add anything to the Open World?
Example 1: Adding a mini job that requires the player to harvest crops (farming). Let's break this feature down:
1) Yes, requires new graphics and probably sound effects. >BAD
2) Yes, we need the harvester and an actual farm with crops and animations for the harvesting process. >BAD
3) No, it would be placed outside of cities. >GOOD
4) No, UI would stay the same. >GOOD
5) Little, it's only a side job, no Open World exposure either. >BAD
Analysis: As you can see, this feature request does require quite a bit of work, but doesn't add much value to the game.
Example 2: Using @rebeldan's idea of adding patriots to converted houses as an example:
1) No, no additional material required. >GOOD
2) No, everything required already exists in the game world. >GOOD
3) No, layout won't have to be changed. >GOOD
4) No, UI would stay the same. >GOOD
5) Obviously great exposure, particularly in the Open World. >GOOD
Analysis: Prime example of a suitable feature request. Virtually no additions or changes need to be made, while it adds a lot to the gameplay.
