A short overview regarding player progression, missions & goals:
Highway Smash is open world, non-linear, with no specific goal such as completing a campaign or anything similar.
The player does have (currently) eight different skills that they can improve upon. All start at 0% and can go up to 100%. Missions have minimum skill level requirements, so it is up to the player to pick missions for improving upon needed skills and unlocking new missions.
For example: Flying an airline plane requires a minimum "passenger transportation skill" of 10%. This skill can be improved by taxi driving, bus driving or ship piloting missions. You would rank up on say, taxi driving or a combination of several missions until you reach the 10% mark.
The higher your experience level in any category, the more difficult the missions will be, but the money rewards will also be greater.
You can use money to purchase various vehicles as well as assets. Assets produce an income on the side, that needs to be collected on location regularly, but easy money nevertheless. As you earn more and more money you will be able to afford some of the greatest icons of wealth, such as super cars, the yacht and (in future update) a private island.
The game uses Game Center to share your progress, such as wealth, distances traveled by car / ship / plane etc. and compare it to other players online.

This sounds very ‘Free Roam” which I am all for, kinda like Skyrim but with cars instead of dragons.

Here is an example:
You just started the game. Let's say you want to reach tank missions. You'd have to gain experience in the following skills: "driving", "first response", "combat" So you'd have to do some mission to rank up on those. There are plenty of missions that boost "driving", "first response" can be increased by Ambulance or Police missions and combat by Police missions. So there is a dependency but you can choose which missions you want to do in order to rank up. I guess you could call these "skill barriers" an objective (an objective to unlock new missions). At the same time you are progressing with your skills, you can also buy all kinds of cars (tune them even), boats and planes, assets that make you money on the side, player power-ups and from time to time you might receive a bonus vehicle or power up for some achievement.
In conclusion: quests <-> missions objectives <-> unlocking new features (new missions, cars, planes, ships, power-ups, assets, buying hideouts, etc...)
