Hi, i'm sorry to hear about your frustration to the mixed responses about the game so far.
In all honesty, the game really has not lost me yet, not even close. I really do enjoy top down games like this, but this game is still in development, so I understand it is not even close to being finished.
I have only played for roughly 45 minutes to an hour so far, and I still have to get used to everything. I will definitely play it more when I can for exploration and bug-hunting purposes, plus I genuinely do enjoy it.
However, out of your list here, there are 2 out of 4 things that bother me:
(I have not played your most recent submission, so this may have been changed). The controls i'm mixed on. Driving is honestly not much of a problem for me, in fact the only thing I don't enjoy about driving are the bouncy physics which I've mentioned previously, other than that there are no problems. But personally, I think that the On-foot controls should just be 2 joysticks, I.E the right one is similar to the left, and controls looking direction/shooting direction/misc, and the camera should be in a fixed orientation when the player exits a vehicle, but maybe with a separate control scheme to rotate the camera on foot.
I understand that this would likely be hard to implement, or maybe impossible, but that's honestly what i'm used to since its similar to many top down games I've played in the past. I understand the argument for the right joystick being similar on foot, but its really personal opinion to me, unless we can get a popular consensus on the controls. I think my real biggest issue with the current on-foot control scheme is that it is simply way too hard to aim and fire at targets (especially ones in moving cars). It could work with a polished 'auto-aim' feature like when driving, but as of now I just find it too hard and frustrating.
My second issue (not as much of a problem as first), is that the instructions are a bit confusing.
I enjoy the style of the game in all honesty, so no problems for me there.
It's really only too difficult because of the controls, and the (probably fixed) enemy spawn algorithm. So its only a problem that exists only because of existing ones.
I will continue playing the game a bit later when I can.
Again, this is mostly my opinion, and I don't want to suggest something that could take forever to implement, or change the popular opinion of what the style people want in the game is. But really, I think you've made great progress so far, and i'm excited to see what this game will offer in the future!!
EDIT: So I played the new build. The controls on foot are a significant improvement from the previous build, however I do have a few problems with it.
1. When moving around and changing directions, the camera tends to 'sway' (for lack of a better term) and shows more what is in front of your character than behind. Its only a problem because it is a bit distorting when needing to change directions rapidly, and it can be a little disorienting.
2. It is WAY easier to control where you shoot now, which is a change I am very pleased with. However its not perfect. There isn't really a 'right joystick' with this new control scheme. Though its easier to shoot, I can now only shoot in the direction i'm facing with the left joystick, and shooting while moving becomes a bit tricky. There is no way to move backwards and shoot behind you for example. My suggestion is to have the right joystick be a joystick that controls the direction the player is facing, while the left is strictly for moving around. This way, a player can move one direction while facing another, making it significantly easier to shoot. You could add a feature where the character moves slower if they are not looking in the same direction while walking for balance purposes.
In all though, the new control scheme is a significant improvement over the old one.
